New Rochelle Looks to Put Flowers Park Under Control of a Master Developer

NEW ROCHELLE, NY (September 13, 2025) — The City of New Rochelle issued a Request for Master Redeveloper Proposal (RMRP) late Friday to tear down and redevelop about 20 acres of Flowers (City) Park.

There have been no hearings, no public input, no surveys — no engagement of any kind.

The RMRP was sought by Development Commissioner Adam Salgado and issued by Finance Commissioner Ed Ritter. It was posted to the city website at 4 p.m., what is known to the media as a “Friday night news dump”, a strategic release of potentially embarrassing, controversial, or unfavorable information late on a Friday evening. This tactic is often employed by governments and politicians when they must disclose something but fear attracting negative attention. However, in the era of 24/7 digital media and social platforms, this approach can sometimes backfire by drawing suspicion or amplified online discussion. It is not a coincidence that the Quaker Ridge Road Project Final Draft Report (published in 2020) was also uploaded to the city website on late Friday afternoon.

The RMRP Proposals are due by 3 p.m. on October 29, 2025.
