NEW ROCHELLE, NY (June 6, 2025) — The City of New Rochelle recently announced it awarded $1.12 million to eight businesses through its Retail Tenant Improvement Fund, what the city describes as a “key component” of the Vanguard New Rochelle Downtown Retail Strategy launched in October 2024 to revitalize the city’s downtown, according to a May 30, 2025, city press release. However, inconsistent program descriptions, vague eligibility criteria, and a history of outdated city resources have raised concerns about transparency and the potential for favoritism in the allocation of the $2.25 million fund.
