Sunday Briefing: Late CCA Filing, Westchester Power Decline, New Rochelle BOE FOIL Case
This briefing draws from reporting at Talk of the Sound, analysis and commentary published in Words in Edgewise, and selected regional coverage for the week ending April 5, 2026
A Note from the Publisher
I deliberately hid an involved analysis of Westchester Power, the CCA program operated by Sustainable Westchester. I want to save it for you — subscribers to this newsletter. The analysis was made possible because Westchester Power filed its 2025 Annual Report on Friday. That gave me three year of data reported in the same (the reporting formers weee different in 2022 and back.
I pulled customer data and load (kWh). For those interested in a look under the hood you may find this as fascinating as I did. As a sneak peek: the collapse of Westchester Power was ongoing for years. My report explains how and why. But do think I am done. My view is that the most important thing about the now non-operational CCA program is to keep it that way.
Below is this week’s structured briefing.
There is so much in this week’s briefing I hope you will take a loving look at the links below.
