Designed to Fail: New Rochelle CCRB
NEW ROCHELLE, NY (June 24, 2026) — Whether intentionally or through incompetence, the New Rochelle Citizens Complaint Review Board is an elaborate Rube Goldberg contraption designed for a single outcome — failure. The CCRB will never function because it is constrained in a way that makes it impossible for it to function.
The board was created in October 2024 to provide civilian oversight of the New Rochelle Police Department, in direct response to four cases that shook the city's confidence in its own ability to police itself: the 2020 shooting of Kamal Flowers, the 2021 beating of Malik Fogg, the 2023 shooting of Jerrell Garris, and the 2024 drug-planting against Ivin Harper. Nearly a year after its members were seated, the board has never held a single meeting.
