New Rochelle’s 2025 Audit: What the Slide Deck Didn’t Say

A review of the auditor’s presentation, the council’s questions, and what both got wrong

DUBLIN, IRELAND (June 10, 2026) — When EFPR Group partner Thomas Smith presented the results of New Rochelle’s 2025 financial audit to the City Council on Tuesday, he opened with good news: the city would receive a clean opinion, the audit was being completed on time for the first time since 2020, and the General Fund balance had rebounded sharply from its 2024 low.

What followed was an hour-long session that left the most important questions unasked, produced at least one significant misstatement that required a mid-meeting, post-presentation correction, and obscured the severity of two state law violations behind reassuring framing about management transitions.

The full picture looks considerably less encouraging than the one presented.
