DUBLIN, IRELAND (June 22, 2025) — It is now 39 months since I began reporting on corruption at New Rochelle City Hall. My sense is the DA investigation phase (mostly based on my reporting) is coming to close and we are fast approaching the charging and prosecution phase.
To put this in context requires going back to March 2022 and my sustained ethics complaint against then-Mayor Noam Bramson for pressuring then-City Manager Chuck Strome to hire him as Development Commissioner and rescind his promotion of Kathleen Gill to Deputy City Manager; to the 2023 Anonymous Letter Scam involving former HR Commissioner Robert Yamuder, Bramson and then councilmember and current Mayor Yadira Ramos; to my 2023 sustained ethics complaint against Bramson and Councilmember Sara Kaye for illegal votes cast to benefit Sustainable Westchester; to my 2024 ethics complaint against Ramos for an illegal vote cast to benefit Sustainable Westchester and the related conspiracy to block the release to me of the sustained ethics complaint against Ramos by firing then-City Manager Kathleen Gill involving Bramson, Ramos, Corporation Counsel Dawn Warren, Stanley Bernstein, David Blumenthal and others; to what has all the hallmarks of a large-scale bribery and kickback scheme involving Development Commissioner Adam Salgado and others with various municipal contractors; to what appears to have been a quid pro quo involving Ramos and Bernstein for the former to appoint the latter’s daughter to the New Rochelle City Court. There is more.
In the midst of this, Warren and Salgado dreamed up an absurd plan to claim I defamed them (by accurately reporting on their drug use) then convincing current (for now) City Manager Wil Melendez to recommend to the City Council that they act on a memo written by Dawn Warren to approve a December 10, 2024 resolution written by Dawn Warren to provide an unlimited budget to Warren (and Salgado) to hire a law firm to investigate me and file Warren and Salgado’s private lawsuit against me. Since then only one lawsuit has been filed by me, in Federal Court, against Warren and Salgado’s lawyers.

One of the few FOIL responses I have received from New Rochelle in 2025 has been for the 2023 Pipeline to Prosperity 50th Anniversary of Hip-Hop. Those records provide an interesting opportunity to compare the $55,000 2023 Hip-Hop event organized by Nate Adam and the $60,000 2023 Hip-Hop event organized by Lachonne Williams.

In looking for something else I stumbled across all the Electronic Court Fillings for Michael Vaccaro’s Article 78 trying to get his job back at the New Rochelle Police Department. The Vaccaro Files are a treasure trove for those interested in the inner workings of the NRPD Disciplinary process.
With all the protests going on, I would have thought this would get more attention: ICE Agents Detain Four Men at New Rochelle Home Depot.
