What Did New Rochelle’s Mayor Prioritize in Her 2026 State of the City Address? An Analysis of the Speech
An examination of Mayor Yadira Ramos-Herbert’s prepared remarks finds an emphasis on development, housing, public improvements and recognition of city employees, with little substantive discussion of municipal finances.
DUBLIN, IRELAND (October 28, 2026) — New Rochelle Mayor Yadira Ramos-Herbert’s 2026 State of the City address offered an unusually wide-ranging account of city government, from downtown businesses and affordable housing to stormwater improvements, parks, youth employment and the contributions of city employees.
But how much attention did she devote to each subject, and what does that tell us about the priorities she chose to communicate?
Following her May 2025 State of the City address, I asked Grok, the artificial intelligence system developed by xAI, to examine the prepared speech and calculate the proportion devoted to different topics. The resulting analysis offered a quantitative way of examining the mayor’s rhetorical priorities, rather than relying exclusively on the announcements or passages that attracted attention.
With the city having published Ramos-Herbert’s complete prepared 2026 address, I have undertaken a similar examination of this year’s remarks.
The approach is to divide the speech into subjects, estimate the words devoted to each and examine the resulting distribution. The preliminary allocations below are rounded estimates based on the speech’s paragraphs and thematic sections, not an exact automated word-count audit. They should be treated as indicative rather than publication-grade measurements.
